A wet wipe is two products in one: a nonwoven fabric and a cosmetic lotion, married on a converting line and sealed in a pack. That is why quotes vary so widely — a supplier can change the fiber blend, drop the grammage, cut the lotion pickup or simplify the preservative system, and the wipe still looks identical in the photo. For anyone launching a private label range with a wet wipes OEM manufacturer, the leverage is in specifying those four things yourself. This guide covers the substrate, the liquid, the compliance layer and the packaging decisions.

The line that costs importers the most money is the last one. A disinfecting claim ("kills 99.9% of bacteria") turns a cosmetic or detergent into a regulated biocidal product: in the EU that means the Biocidal Products Regulation with an approved active and product authorization; in the US, EPA registration as an antimicrobial pesticide. Decide early whether you are selling a cleaning wipe or a disinfecting wipe, because the claim — not the liquid — triggers the regime.

The Substrate: What You Are Really Comparing

Most wipes use spunlace (hydroentangled) nonwoven: fibers bonded by high-pressure water jets, which is why the fabric feels cloth-like rather than papery. Three specifications define it.

Fiber blend. The common workhorse is a viscose/polyester blend — viscose brings absorbency and softness, polyester brings wet strength and lower cost. A 70/30 viscose-rich blend feels better; a polyester-rich blend is stronger and cheaper. All-viscose, lyocell, cotton and bamboo-viscose substrates are the plastic-free options; they cost more and, importantly, change what you can claim on pack.

Grammage (g/m²). The single most comparable number. Baby wipes commonly sit around 40–60 g/m²; heavier substrates go into surface and industrial wipes. A supplier quoting 5% cheaper on a 45 g/m² wipe against your 55 g/m² benchmark is not cheaper at all.

Finish and format. Plain, embossed, perforated rolls or pre-cut sheets; sheet size, fold pattern (Z-fold for pop-up dispensing) and sheets per pack all affect cost and user experience.

The Liquid: Formula Structure and Preservatives

Wet wipe lotion is mostly deionized water plus a small functional package: a humectant such as glycerin or propylene glycol, a mild surfactant, a pH adjuster, optional skin conditioners (aloe, panthenol, vitamin E), optional fragrance, and a preservative system. The other number to specify is lotion pickup — the weight of liquid per gram of dry substrate, usually quoted as a multiple. Under-dosed wipes feel dry at the bottom of the pack; over-dosed ones drip. Ask for the target ratio and its tolerance, not just "moist enough."

Preservatives deserve their own conversation, because wipes are leave-on cosmetics and the rules differ from rinse-off products:

  • Methylisothiazolinone (MIT) has been prohibited in leave-on cosmetics in the EU since 2017 — which includes wipes. A factory offering a MIT-preserved wipe for the EU market is telling you it does not follow that market.
  • Phenoxyethanol is permitted in the EU up to 1% and is a common backbone.
  • "Paraben-free", "alcohol-free" and "EWG-friendly" are marketing positions that narrow the preservative toolbox; state them before formulation, not after samples.
  • Ask for preservative efficacy (challenge) testing — ISO 11930 is the usual method — plus stability data across the shelf life you intend to print.

Compliance: The Layer Most Private-Label Launches Underestimate

For the EU, personal-care wipes are cosmetics under Regulation (EC) 1223/2009: a designated Responsible Person established in the EU, a Product Information File with a safety assessment (CPSR), CPNP notification before market entry, INCI labeling, and manufacture under cosmetic GMP (ISO 22716). Much of that sits with the brand owner — you — rather than the factory.

Two further EU points specific to wipes. First, single-use plastics marking: since 3 July 2021, wet wipes containing plastic must carry the harmonized marking on the pack telling consumers the product contains plastic and must not be flushed. Second, plastic-free claims must match the substrate — an all-viscose or lyocell wipe can legitimately be positioned as plastic-free; a viscose/polyester blend cannot.

In the US, cosmetics-type wipes follow FDA cosmetic rules on labeling and safety, while flushability labeling has become a state matter: California's AB 818 requires "Do Not Flush" labeling on covered premoistened wipes, and several other states have adopted comparable rules. If you genuinely intend to market a flushable wipe, the industry reference is the INDA/EDANA flushability guidelines — and for most buyers the commercially honest answer is to label "Do Not Flush" and avoid the argument. Printed film governs your minimum order, so pack architecture is a commercial decision as much as a design one: fewer SKUs sharing one film means a lower entry point, and a supplier who holds film between runs turns reorders from months into weeks.

The OEM Process, Step by Step

  1. Brief — market, positioning, target shelf price, intended claims
  2. Substrate and formula selection — fiber blend, grammage, lotion pickup, preservative system
  3. Sampling — bench samples first, then line samples from the actual converting line
  4. Testing — challenge test, stability, pH, microbiology; dermatological testing where claims require it
  5. Compliance file — CPSR and CPNP for the EU (or your market's equivalent); artwork legal review
  6. Artwork and film — print plates and film minimums are the long pole
  7. Pilot run and pre-shipment inspection — against the signed spec: grammage, sheet size, lotion pickup, seal integrity, count per pack

Plan roughly 45–60 days from artwork approval for a first branded order, less for repeats where film is held in stock. Wipes are light and bulky, so most distributors buy them inside a mixed container rather than committing a full box to one SKU.

FAQ

What MOQ should I expect for private label wet wipes?

Printed film sets the floor — a first branded order is usually planned at container level across a small family of SKUs sharing artwork. Neutral-packed wipes ship in far smaller quantities, which makes them the sensible way to test a market first.

How do I compare two quotes that both say "80 sheets baby wipes"?

Line up four numbers: grammage, fiber blend, lotion pickup and sheet size. Then compare preservative systems and whether the quote includes compliance support. Most apparent price gaps close once those are equal.

Can I claim "biodegradable" or "plastic-free"?

Only if the substrate supports it — all-viscose, lyocell, cotton or bamboo-viscose — and the claim is substantiated with material certification. A polyester-blend wipe carrying a plastic-free claim is a compliance problem, not a marketing edge.

Who holds the cosmetic compliance file — me or the factory?

For the EU, the Responsible Person is an entity established in the EU, normally the brand owner or an appointed representative. The factory supplies the technical data; the obligation sits with you, so budget for it in your launch plan.
